- He/she should be a citizen of India.
- He/she should have good character.
- He/she should sound health, good physique and active habits, free from organic defect, physical and mental infirmity and must qualify in test of physical fitness as prescribed below.
- if he/she is married, must not have more than one spouse living.
- He/she should be able to speak, read and write Odia and must have passed the High School Certificate Examination or an equivalent examination through Odia medium or Class-10th from CBSE/ICSE with Odia as a subject.
